single 1/2" carriage bolt thru wall/metal plate, with machined bearing plate to center wheel, locknut and later small lock (to keep honest people honest) will be added...large washers on each side to spread load, PL adhesive to add extra strength and waterproofing...cardboard behind tire until paint fully cures
