Jack for antique tent trailer

Hi,

It's been a few years since I've visited the site. I haven't been camping much in the past few years due to a return to post-secondary education and care of ailing family. I decided to start again in earnest this year. Anyhow, in addition to my Microlite Moto-mate, I picked up an 1967 Simpsons-Sears tent trailer. It's cute, but needs work. So far, I changed tires and greased the bearings.

I hope that my question is in scope for the site. The person that sold me the camper said that the piece of metal below is a jack that connects to the axle. If it's true, how does it work?
