when did they get the private message feature working again ????

After lurking for some time I joined in February 2019 and received a PM in August, then three more in 2020. I am aware that the feature had been down at some point but I think it's been available the whole time I've been here.

I see some people have a live "PM" button below their avatar (you have one) that can be used to send messages, but I don't think everyone does... I'm not sure why others do not have it nor how one can turn that on or off.
