if the rubber was attached to a stiff base, there might be less chance of punctures....i think the padding would not be a suitable substrate. contact cement to plywood skin might be the way...

Most of the antique soft tops had chicken wire, some jute padding and then the vinyl. All tacked down to the wood frame that the bodies had then. A trim strip was tacked on top to clean it up. Worked very well. Newer cars used an adhsive to glue directly to top and usually metal or vinyl trim. With the padded tops we usually glued the padding and floated the Vinyl over it except for the edges to keep water out.
