I suspect it's just a cargo trailer. If the lid tips like it does on an actual cooler, it would be easy enough to access the contents.

I guess I thought it was taller, but I see now that it is only about as tall as the p/u truck bed. Still, those aren't that easy to reach over the side rails these days.
