Cabinet /Cubby design?

So I have some very basic cabinets inside my TD.

They are about 20 inches deep. I've been using them as is ( nothing inside just a door) for a few year now. I pretty much have to pull everything out to rummage through it all to find a towel, or the T shirt I want or my toothbrush. Any tips or suggestions to make it easier to use? I'm thinking about adding a shelf at the top where I could put my towel and bathing stuff, or should it be on the bottom?

A shelf or two will help, I like small baskets, and stuff sacks for organizing smaller stuff. Use different colors and you can find it quickly. I just have a large wide shelf (no doors) at my feet in my teardrop and I use duffle bags for organizing our clothes, etc. The duffle bag has a few pockets to keep smaller stuff organized and then at the headboard I have a shelf with a few baskets for emptying my pockets at night, flashlight etc.. I also have a brightly colored beach type bag to hold shower shoes, towel and toiletries. It goes on the rear shelf easy to see.
