That's quite an Orwellian article.
Unless Google is willing to commit almost unlimited resources to listening in on conversation in your living room, here's what's happening. Chromium is running on a short loop of recording time, likely five or ten seconds and looking for the magic words "Ok Google". At that point, Chromium starts uploading voice data to a Google search server that parses your request and returns a result.
Be aware that the fellow who wrote that article makes a living doing exactly this...travelling around the world scaring the hell out of people as a "privacy advocate".
The more stuff I take along, the more time I spend taking care of my stuff!
