Very dumb trailer wiring question

Hi, everyone

I notice that a lot of TDs have red side lights towards the rear of their trailers (see picture). Are these supposed to flash when you put your brake/turn signals on? Are they just supposed to be another tail light? Are there laws about this, or is it just aesthetics?

They are "running lights". The only time they are illuminated are when you car's headlights are on. They don't function when signaling for turns or under braking.
