Rubber strips on taillight mounts?

I built my teardrop on a Red Trailer. There were rubber strips on the taillight mounts. I'm replacing the lights with LEDs. The new taillights have those rubber strips too. What are they for, and on which side of the mounting brackets do they go? Thanks!

If I recall from my own tear. That is nothing more than a giant washer. The squish helps keep the mounting nuts tighter. I also did the same with an LED change out a few months ago.
Holy cow, Rose is a teenager now! Done? Surely you jest. A teardrop is never "done".
