Leslie,

You could also use metal cut off blade in a circular saw. Or you could rent a metal cutoff saw.

Aside from the axle ~$200 for a torsion axle, the next biggest expense are the wheels & tires. You can get by with used tires on crummy wheels but why go to all the trouble of building a nice looking trailer to have it sit on ugly wheels with iffy tires. I've had trips delayed because of old crappy trailer tires. Even though they were a cheapey tire, I went ahead and bought new ones.

You can get some junk yard steel wheels, paint them, and use some of those baby moon hubcaps.
