If you don't trust your ability to weld, then bolting is the right decision for you. But it is not correct to state that the bolts are de facto required in order to make a suitable joint. Ok the bolt is not 100% required in this application just as u dont "need" a cotter pin on the end of the pin that goes through the receiver hitch on your tow vehicle. But its a good idea.

Never said bolt was required to make a stable joint. Just that its required to reduce the high amount of shearing stress that is going to be applied to the welds. I would still add a bolt if modding in this way even if a pro welder installed it. Mostly because of the guage and potential low quality of the trailer steel being welded to. The weld may hold up but i wouldnt be surprised to see the steel at the edge of the weld fail over time without some type of locking block, aka bolt installed to reduce stress.

Will you be able to tow it with just welds? Yes. Can u use the receiver hitch on your car without the little cotter pin that keeps it from coming out? Yes. Can u drive around with just 1 lug nut on each wheel? Yes. However its wise to have atleast 1 failsafe.
