Yep, you can use scissors or screw type jack stands or stabilizer jacks or blocks and bottle jacks. Best to have the wheels chocked first, then put them under all 4 corners. You can use a level on the frame to get it level, but walmart has rv levels for a couple bucks each. Put one on each corner above where jack will be placed an one center rear frame, and one center front. They make it fast and easy. Try to get a little of the weight off the tires, so you will have 6 or 7 load bearing points. Very solid then.
About the ramp, if you mean you want it level with floor, more jack stands or mount chains to ramp frame about halfway up and attach to ramp in similar place so chains are tight when level. If trailer is always level, doors and ramps etc. just work better.
