I'm no glue engineer, so I'm not sure, but that'd be my next try after contact cement. I used both contact cement and construction adhesive in my build and the construction adhesive seemed to hold much better. I'd probably test it out on some scraps before going straight into it though. The adhesive that came on the vinyl planks could be giving way itself since it's probably not designed for an upright application and maybe it's not the contact cement that's failing, rather the original adhesive releasing from the contact cement. So another thought might be to rough up the back of the planks and then try the contact cement again once some of the original adhesive is gone.
