My Daddy (like Forest Gump's Mother) used to say, "Neither a borrower nor lender be." I try to follow that advice. If Dad found it "necessary" to borrow his motto was "If it breaks buy a new one to return" and "return in better shape than it was borrowed if it doesn't break."
Last week my neighbor brought his chop saw over and insisted I use it to cut some re-bar for a retaining wall. When returned it was rubbed down with Rem Oil, all moving joints oiled, and had a new "blade" on it.
I find only a few with this attitude so, NO, I try not to loan or borrow.
Like Len, my family is an exception to this rule.
Daddy had another saying, "Best way to lose a friend is to loan/borrow something to/from them."
Just doesn't make for good relationships.
