If you have the mfg's statement of origin and a receipt or bill of sale, on a new purchase I don't think you will have to go thru the inspection process.
Definitely register it before building the camper. I don't think it counts as a camper or RV if it doesn't have built in toilet or water, so the "camper" is just a storage box being hauled by the "utility trailer". You can check CT DMV online, or call and ask.
