I started (and ended up) at the standard 22.5 downward angle on my Flexride torsion axle. On my 750lb. trailer with a 1400 pound torsion axle it gave me the best compromise between dampening and ride height/clearance.
If you're wondering how I got a 1400 lb axle, when I ordered my Flexride they offered and I requested they de-tune a 2000 lb axle to 1400 lbs. by removing 2 of the 4 interior bands.
Ignoring possible clearance and ride height issues, the more weight you need to support the larger the down angle should be but at the expense of possible ride comfort/smoothness. The less the downward angle the more dampening/smoothness you'll get.
